Friedmann-Robertson-Walker(FRW) cosmology which is homogenous and isotropic are in acute conflicts with the attractive nature of gravitation which lumps things together described by General Relativity(GR). The great successes of FRW with experiments quest for paradigm shift in GR. The conformal structures, characterized by the Weyl tensor are missing from GR. Matter doesn't really able to tell space-time how to curve. The intrinsic time formalism of gravitation does generating not only the same physical contents of GR but also allowing the potential being modified to include the conformally invariant Cotton-York(CY) tensor. The CY tensor along with the extrinsic curvature provide a full description of the gravitational d.o.f. in the theory, as a result, no scalar field inflaton is needed to provide the initial exponential spatial expansion.

We shall review the logical problems (the problem of Time in particular) with General Relativity since its discovery. Quantum Geometrodynamics with intrinsic time development and momentric variables will also be discussed. The intrinsic time behavior of the theory will be analyzed, together with its ground state and primordial quantum fluctuations. Cotton-York potential dominates at early times when the universe was small; the ground state naturally resolves Penrose's Weyl Curvature Hypothesis, and thermodynamic and gravitational `arrows of time' point in the same direction. Ricci scalar potential corresponding to Einstein's General Relativity emerges as a zero-point energy contribution. A new set of fundamental commutation relations without Planck's constant emerges from the unification of Gravitation and Quantum Mechanics.
